THE SPECIAL FORCE OF SOMALI REGION, AS A CONTRIBUTOR TO ETHIOPIAN SOMALI REGIONAL DEVELOPMENT AND STABILITY

By Mohamed abdidheere 17 june 2018 This article aims to examine the contribution that the special force of Somali region may take a lion share to regional development.  Attention will be focused on two subjects: pacifying and liberating the region from the anti peace elements and development projected implemented by Somali region.

Pacifying and liberating of the region

Ethiopian Somali region was concerned as a region of unstable situation where anti peace elements made their home. Even most of the woredas were administered by anti peace elements-ONLF AKA UBBO.  A good friend of mine named Farhan Mohomud shared me a very sad and painful stories about how anti peace elements had violated ordinary citizens where I could not control my tears. mr farhan begun by saying. ,,,,, In early of 1995 I decided to travel to Jijiga the only car that people can access to reach to jijiga was old cars best known N3, it took us three days to reach somewhere away from kebridahar only 30 km named Geladid. Soon after we drunk a cup of tea we met anti peace elements they order us to get down.  Elders and children’s with their parents were among the passengers of the car.  they ordered the oldest man to ride off. They  took him somewhere far away from us. The command to pay a ransom but he did not have money. They had tortured the elder man who was around 75 years. Another 14 years old was beside me. He had a newn clock he tries to hide from the gangs but they saw and command him to hand them but he refused to do so. What happened to that boy is very hard to imagine they killed and took away all his clothes and other material he had. That is the security problem that we have experienced with tears on his eyes. Farhan mohomud said.

The tears of our beloved mothers who had a problem with anti peace elements-ONLF, like rape, torture and killing gave birth, the formation of regional special force. Soon after they have graduated from jinacsani training camp, they embarked an operation to degrade and dislodge the rivals. Since the special force had the a fan from the entire community woredas who were under the control of anti peace elements was liberated and people started business and other development activities. Schools and other public institutions have re-started and provide service to people. Reverse to N3 CAR, for public transportation, today modern bus like raaxo, eagle and volcane bus are working properly. Today from kebridahar to jijiga takes only four hours with no hurt.

Combination of cunning and commitment has confirmed relevance of sagacity in transforming the entire region within short period of time. I can say with confidence all are the by-product of the

special force of the region.

 

Education sector

Accessing quality education by everyone is a constitutional right and universal convention but barriers including lack of adequate resource to provide quality education to the whole of the region.  Special force of Somali region clearly an important contribution by teaching children’s of pastoral communities who settled in remote areas   as this should lead to further development on social, economic, and decrease number of illiterate.  Some of those students teach ABC by special force at first time are secondary class student. Not only teaching service but also they bought books and pencils from their pocket and the only reason behind why they help student is none but only to see a developed society.

Health and floods

Military forces or Special Forces world-wide have often been used to deal with crisis situations such as floods and hurricanes which affect sections of the civilian population. They are suited to such operations because they can provide manned transport and communications equipment at short notice, and because their training has equipped them to deal with similar situations in the military context.  Villages and kabeles in remote areas received medical aid and care from the liyou police. Every kabele that the special force stationed provides health services like first aid, prevention diseases also they help building birka’s, latrine construction, shelter houses and other support required by local people.

Animal health

One could never fail to meet or see a team of expert who are veterinariansby training of Somali special force moving from its station to where the most livestock of the region met like BULAALE and provide a vaccination and providing medicine and other prevention treatment that can serve as a prevention disease. Without special force all the aforementioned significant jobs could not be possible because of attainable justification and existing barriers including but not limited shortage of skilled man power and transportation problem.

Infrastructure

Somali Special Forces aka liyou police are well-equipped and well trained to contribute in the sphere of infrastructure development, as certain of their personnel are trained for military purposes in the fields of engineering and communications. A number of countries have become aware of the contribution the military can make in these fields, and projects that have been taking part the special force of the region. Vibrant example is Wangey Bridge which connects woredas of lagahida and the rest of the region.

Dating back around two years before, people of lagahida and salahad had disconnected from the rest of the region. Had been travel to jijiga would took a five day of road passing through oromiya region some around 3600km but today it bring to 70km. today if desire to a visit your family or friends who are in lagahida or selahad , you get your first cup of coffee at jijiga and get your lunch at lagahida and salahad district.

With regard to this unforgettable project which without special force of the region could not possible QUBI road which was disconnected from the rest of the region.  Another milestone achievement is building jijiga-tuli-diredawa which become the only option available to Somalis amidst the oromo Somali clashes where qeeroo( a vigilante youth backed by oromo administration) forbidden usage of the main road.  Historical milestone achievements made by regional special force is opening roads in remote areas that connects kebeles of the woredas or woredas who had disconnected to each other a vivid example is (FIK TOWN AND DHEGAH MADAW).  What wondering to everyone is the tools they use to do that job is not machinery but axis(gudun) and so on.

Agriculture

Ethiopian special force is trained only defeating enemy and liberating the region from the anti peace elements but also equipped the necessary tools and skills to take part the development projects. Liyou have harvested a land of more than 1500 hectare for sudan grass, wheat, maize and crops. The product of this field which was around 500 quintal was given to drought affected peoples.

DROUGHT

Last year, ethiopian Somali regional state has experienced one of the worrisome drought which affected thousands of pastoralist families inhabited doollo, qorahey and jarar zones. It was an epidemic drought which was resulted by the climate change of the world. Regional leaders and ordinary citizens have contributed what they can weather it was finance, muscle or any other means to address the drought. Despite no one was remained at home, special force of the region has done a marvelous job which is not parallel to any one and took a remarkable stride to save the life of elders, mothers and children. they had been distributing milk, sugar which they had bought from their salary. They have been evacuating drought victims, built homes and they provided all other aid material like non-food items. Without special force it would a worrisome.

CONCLUSSION

One man’s meat is another man’s poison. Whenever the region leaps one step to the right direction, there is/are someone who perceive as a threat. Among this are greedy spoilers who benefited the lawlessness and selfish politicians who do not have a position in a developed society. For Somali region special force is an engine of a development and agent of change. . The region that once was on its last legs is now not only safe but also advanced in provision of basic services, investments and in improving livelihoods of pastoral communities in the region. The massive and marvelous infrastructural and institutional developments have also broken the barriers to progress and prosperity put the region on the course for more stability, security and progress.

It is actually these impressive achievements that prompted me to express my deep appreciation with couple of interesting cases. The main aim of this multi part series is therefore, to honestly acknowledge the services and sacrifices made for attaining these monumental paradigm shifts that we apparently see today in the region and to briefly display the major innovative and transformative approaches pursued with particular emphasis on their far reaching practical and prospective as well as overt and covert implications in both home and beyond.
